I observed similar behavior, (in 2.5 and 2.6). If I exported a repository
(not system export) from Artifactory instance, and imported it to another
instance, it added the artifacts that were in the export, but didn't
overwrite or delete those that were in the target instance.

As far as I can tell, the system level export (backup file), is a superset
of what gets produced by the repo level backup. It seems to me, but I
can't confirm, that you can do a repository level import from a backup's
repository directory.
