Genius! Thank you. That was exactly the case. 

However, we were having other problems so in addition to selecting "Reject
Invalid Jar Archives" we also turned off some other network options (so I'm
not sure what exactly solved it). We'll have to do some more troubleshooting
but this was a huge help - so thanks!
