Mark, An overlay is if you are modifying that object. If you are adding an Active Link to a button, you are not modifying the form, view or button, so none of them would need an overlay, and you would only need an Active Link overlay if you were modifying an existing base level Active Link, which it doesn't sound like you are doing....so no....no overlay needed.
