I have seen the similar issue. Any time you make changes and commit in Admin Console in midtier it is actually deleting all the threads in ar.conf And the server will end up running the default admin thread upon next restart.
It has been fixed in the 8.1SP1. If you are not interested in upgrading, the fix is very simple.
