The error means Memory Allocation. I had this same exact issue with version 7.0 patch 4. The problem (for me at that time) was a memory leak. The issue was fixed when I opened a ticket with BMC and went to patch 5 that they provided me.
That was me, for you the issue seems to be with a webservice. Was that newly implemented? If you stop it, does it go away? Look at other recent changes and see if backing them out stops the issue.
