Steve, I can't say when it changed...all I can say is that ever since I have been an admin of a server, I've been doing monthly backups of the files and archiving them off and never had that problem.
I HAVE had that problem with files generated on the 'Logging' tab of the Server Admin Console....are you sure you aren't confusing the two?
