Is your 2k3 server 32 or 64bit? If it's 64bit, you need to install the MS SQL 
tools on the app server.
 
Have you enabled TCP/IP connections in the SQL Config Manager?

I know this is old technology, but I need to install Remedy 6.3 patch 20 on a 
Windows 2003 server using a MS SQL 2000 Server SP4 database in preparation for 
an upgrade.  No matter what we do, we keep getting the following error message 
on install: "Could not connect to MSSQL Server with the values provided.  Check 
that the MSSQL Server is running and that the correct username and password to 
access the database has been given." 
It appears that Remedy install does not recognize the sa login that is created 
by the MS SQL 2000 Server SP4 install.  We have tried the Window Only 
authentication and dual authentication with SQL Server and Windows 
authentication.  We have created new users with full admin rights.  We have 
tried install using the administrator user.   Because we don't complete the 
install, there isn't a ar_install log to check.  I have searched in the ARSlist 
and other Microsoft forums without success.  I would really appreciate any help 
on this matter.
