Remedy has built in SOAP web services.  You have to define them.  Security
credentials are passed via the SOAP content which is usually over https.
 Certificate authentication is not supported out of the box.

Other than that, there is an officially distributed Java API and a C API
that come along with the AR System installation.

There is a .net api available on the BMC Communities site.

Those links require a BMC Communities account, I believe.

There are other options.  As Aditya mentioned, you should review the
Integration Guide, which is part of the base set of documentation.  It's
officially distributed via the BMC Support site, but if you don't have easy
access to that, googling should provide you with a pdf link.  It's
generally version specific.
