Here's a scenario I'm running into:

I'm on ARS 7.6.03 / ITSM Suite 7.6.00

Server is set to GMT
Client is in Eastern timezone (-4 hours currently). User Preference locale is
set to Eastern Time.

Client submits ticket with a scheduled end time of 5/31/2012 @ 11:00pm (23:00).
The time on the saved ticket in the database (seen via the audit log) gets
converted to 6/1/2012 @ 03:00 which based on the time zones is expected since
the audit log is written at the server level.

Client does a query of tickets with a scheduled end date less than 6/1/2012
(placing < 6/1/2012) in the Scheduled End Date field both with the user tool
and on the web.

Via the user tool, the result list includes the ticket submitted with the
scheduled end time of 7/31/2012 @ 11:00pm.
Via the web, the result list includes the ticket submitted with the scheduled
end time of 7/31/2012 @ 11:00pm.

Client does a query of tickets with a scheduled end date that occured in the
Month of May via an Advanced Search both with the user tool and on the web.

('Scheduled End Date' >= "5/31/2012" AND 'Scheduled End Date' < "6/01/2012")

Via the user tool, the result list includes the ticket submitted with the
scheduled end time of 7/31/2012 @ 11:00pm.
Via the web, the result list does not include the ticket.

Is this a known issue? Anyone seen this before?
