In the test version of RRR|License, there is a Change Planner designed to
tell you how many fixed/floating licenses you will need to buy, if you add
people with the same usage pattern as your current user base.

The full version will let you analyze this for each ITSM-application
individually, and also to select a specific part of your user base as the
baseline.
