Sorry, I should have posted that. It wasn't anything to do with the tnsnames.ora file or anything (we use LDAP). I had him create the ArRole_arsys and then set the privileges for the roll. Not sure why this had to be done, (I don't think this ever had to be manually created before) But I was able to install it.
