Peter, You will first need to ensure that your Remedy DB is setup in a character set that supports the characters you are trying to use. I believe that step alone will allow you to create the logins....if it's not already setup in that manner, then you are going to need to go through a data migration process of setting up a new db with the correct database character set and migrate the data from one to the other....
