Gok, I noticed in your pluginsvr_config.xml file your <pathelement type="path"> statements are not a path but a full jar file. Since all the supporting files are in the same path, try changing to just 1 pathelement statement with the just the path (not the full jar filenames).
You may also want to change your log level from INFO to DEBUG in the log4j_pluginsvr.xml file. That may let you see any startup errors.
