I believe this and the "User account locked" are only read by workflow. One of our clients was quite unhappy when they discovered that locking an account didn't lock the account, but this may have since been fixed in 7.6.03?
If it's not fixed then we could implement this in SSO Plugin so locking an account denies SSO Access to AR System via SSO.
