Absolutely. You can write a query as simple or complex as you wish to pull the source records. Then additional comparison queries against the target system (or a form on the same system) to make sure you ignore/update/create if an existing record is found or not. You also have the ability to suppress workflow so your data does not change as you are loading it into the new system/form.
Admittedly we are just pretty new to it and have not used it extensively. I have written a few semi-basic scripts to get started. One of them will look to our home grown inventory form for IT assets (old environment) and create CI's in the correct class (new environment) based on the CTI from the source record. You can do conditional statements and loops as well as get data from multiple sources (forms and even do a look up against Excel in the same run) to build the new "asset" record in memory and then load it into the CMDB. You can also use regex to manipulate data while "building" the new record in memory. In the past I have written AR workflow to perform some type of data manipulation/parsing. Depending on the complexity it can take quite a few workflow objects and display only fields. In more recent history I have been known to write scripts that I call from ARS to manipulate data and pass a value back. That still has advantages and disadvantages as well as some limitations. With Meta-Update I can do the scripting pieces with actual lines of code (vs temp fields and workflow objects) as well as interact with the AR server while running the script. We are still working on many aspects of our migration path from Help Desk 6 with a ton of custom apps to ITSM 7.6 and during our meetings where we discuss "migration opportunities" with our customers I pick out pieces of the process where I plan to use Meta-Update to help with the transition.
