More info:

"https.../?F540003300=1234321" works.  I get the form in Search mode, with 
"1234321" in the field.

But if I try "https.../?mode=Submit"
 I either get:
ARERR [9217]
File not found. Either the file requested is not present or the URL supplied is 
bad.

Or I get the form, but in "Search" mode.

server]/[FormName]/[ViewName]/?F540003300=abcdefg&mode=Submit
to create the literal value of:
https://remedy.jmu.edu/arsys/forms/rem2/GN%3AExchangeAcctAction/Default+Admin+View/?F540003300=1234321/&mode=Submit

but in Mozilla I either get a blank screen or it displays the form, but "Mode" 
is blank.  In IE I keep getting back to the login window.

If I just do https://remedy.jmu.edu/arsys/forms/rem2/GN%3AExchangeAcctAction,
it opens the form in Search mode.
