Can I ask why you want to use a Windows cluster?
We have one running (ITSM 7, CMDB 2.1) but since one server is always off (as far as Remedy is concerned) it seems like a waste of a computer. We are soon to remove the cluster and replace it with a server group so that both computers can be used together to improve performance.
