Hi Frank, I'm also looking into this functionality.
I believe that you can control this functionality by creating a "New Business Event" and select an appropriate Activity Date Range. If a user tries to schedule a change request (Scheduled Start Date, Schedule End Date) during the defined date range, they will (by default) get a Warning Message. As far as I can tell you can turn this message into an "Error" by going to the Rules section of the Change Management Application Settings. I hope this helps!
