It's still there - just not used anymore by BMC as a selling model.  And yes, 
it'd be an extreme solution to this issue. ;-)

Well... You can also lock the workflow too.

However that should only be done under extreme conditions. (Like
trying to sell ARS applications.)

Or was that removed in 7.5 ? [ I have not looked for it in that version.]
