The form to make these changes is incredibly poorly designed to make it easy to understand and do, but the correct place to do this on an individual level is by clicking on the Update Notification Preferences on the Notifications tab of the People form. End users can go in and modify their own settings, or people with appropriate permissions can do it for others. You can change the system default settings in the NTE:CFG-Notification Events form, but if you only want to change things for a few users, then there's no need to do that. What you do is go into the profile of a person, click the Update Notification Preferences, and in that dialog switch to Create mode. Then you can enter a new user-defined notification preference for the specific module and notification type. In that new record, you will indicate whether you want to receive group and individual notifications, how you want to receive the notifications you do receive (alert or e-mail), etc. If you want those settings to apply to notifications to all groups that you belong to, then you leave the support company, org and group fields blank. If you want to adjust your settings for a specific group only, then select that group. Once you have things the way you want, you can save the record by clicking the Add button. It will create a new User notification preferences record that will be used for that rather than the system default record.
This really is where you want to make the change. I would highly recommend you pull out the documentation and try to understand how that form works - as I said, it's a bit obtuse. If you give yourself Notification Admin permissions, you could probably also do it for them. Being Administrator is not enough - it looks like it actively checks to see if you have Notification Admin permissions and disables the button if you don't.
