I found on ITSM 7.0.3 that this was not checked by default for Change but it was for Incident. To check this go to the View Properties in the Admin tool, go to the Menu Access tab, and you will want to check the Saved Searches box. Then redeploy in the web. You can see what other options you can add or remove from the web client there too.
