If you are going to attempt it on an existing server, I highly recommend
doing a complete DB backup before in case anything gets corrupted.

I was able to download the 5.x admin tool.  Would you recommend NOT
attempting this on a test server?  It would be difficult for me to get a new
5.x server setup.   

I may just have to try and recreate them manually, but I suspect that would
be difficult as well.

I wouldn't try a 6.3 tool against 7 though. What I would do is convert the
macros on a 6.3 server (if I had one or if I could setup one temporarily),
export them and them import them into 7 using a 7 tool.

The macro conversion actions were taken out of the Admin tool in v7.0 I
think...so if you still have a 6.3 admin tool laying around you should find
it in the menus.

I remember there was once a way to convert MACRO's to AL's, but I am unable
to find it now. I searched the documentation and found a reference in the
Master Index to the "MACRO conversion procedure" in the Workflow Objects
Guide, but I cannot find anything about it there.

Is that still around?
