have you created the join form between AP:Detail-Signature and DOL:CCSC-AgencyVote?

I set up the process to use a form, but when I try to create a rule I get the message: The Vote on ECO Change Request process is defined for the DOL:CCSC-AgencyVote application. However, this application has not been configured to work with approval processes. (ARWARN 45457) Like I said, I created the process. I've done this several times, rebooted the workstation, all that. I have added the form to AP:Process. This all works as designed on dev, but I know I'm missing something! What am I forgetting????
