I would setup Task Group Templates for those Task Templates but make sure that the Task Group template Type is set to "Standard" rather than "Sequencing".

We have a number of internal clients that would prefer that when adding tasks to Work Orders or Change Requests they all receive the same sequence so they can be worked on simultaneously. Task templates allow us to configure tasks with the same sequence, but templates only take us so far. We will still have a lot of tasks added to requests after the requests are created, and to manually reset the sequences is a lot of mouse clicks.
