I just got this error and it was caused by trying to use a saved qualification in the report console. Since I saved the qualification I had changed the name of the report. By selecting the qualification I was overwriting my report selection with a report that no longer existed.
The error message seems to be a cryptic way of saying that the report you are trying to use does not exist in the reports form.
