Depending on the configuration of your desktop clients, sometimes the ar.ini file gets installed in a folder that is accessible only to the Administrative user of that desktop. So a guest user or user that belongs to Everyone, does not have the rights to change ar.ini..
Check your windows permissions to the folder that contains the ar.ini file and if the permissions is restricted to read for Everyone or Guests, have the administrator of that machine change the permissions to read/write..
