Yes - we have the identical environment and the same problem. I'm sure the answer is to upgrade to some more current patch and I believe we are in the process of that, but for now this is the exact (mis)behavior I have seen for a long time.

I have enabled the functionality and it works well, as long as you don't try it via the mid-tier, I checked and our mid-tier is also 7.1 Patch 002. Even though for testing, I set a test account to "Require Password Change on Next Login", it doesn't prompt for password change when accessing via the mid-tier.
