I don't know of a specific "delete" permission, but you could control it with workflow.
Set permissions for the groups that you want to be able to view or change
(add). You can use a Filter to test the attachment field(s) as well as the
group making the change and issue an error to block it:
'Attachment-01' = $NULL$ AND 'DB.Attachment-01' != $NULL$ AND $GROUPS$ LIKE
....
(or NOT $GROUPS$ LIKE if more practical).
