As Lisa noted, Modify All does not trigger Active Links. A Modify All changes 
the data at the server and not at the client which is where Active Links 
execute.

Whenever you do a modify all, I believe that if you reference any of the fields 
in your run-if qualification, then the active link might act funny, since it 
doesn’t know the value in the field. I believe this is the reason why, although 
I’m sure that I will be corrected if this is not correct. I think I’ve run into 
this before as well, and there may be a little more to it.

When I modify a field on my form and save the record, it kicks off the workflow 
(active link) that I created.  When I do the same modification to the same 
field with a Modify All action it does not kick off the workflow.  

Does anyone know why this would happen?
