As Lisa noted, Modify All does not trigger Active Links. A Modify All changes the data at the server and not at the client which is where Active Links execute. I believe this is the reason why, although I’m sure that I will be corrected if this is not correct. I think I’ve run into this before as well, and there may be a little more to it.
