I am running into a quirk with Navigation Items in a Vertical/Horizontal
Nav field.  
This is 7.0.01 Patch 4 running a SQL 2000 db on Server 2000. WUT 7.0.01
custom App

I have created a Nav field with several Nav Menus and each menu has 2 to
6 Nav Items.  In this case I have set the Nav Item to be disabled by
default.  I then create a very basic Active link to make the Nav Item
enabled.
The A.L. runs on Window Open, the Run If is 'field name' = "value"
Change Field Action on said Nav Item, Field Access Enabled.

When I open the form and the field name' = "value" the logs say the A.L.
does not qualify, but if I make the Run If NULL, then it qualifies, if I
make the Run If 1=1 then it qualifies, but  'field name' = "value" does
not.  I have even used 'Request ID' = "TT0000000000100" and opened that
record, still nothing.

I have searched the KBs and ARSList entries but have found nothing
related to this any ideas?
