ARS 6.3 requires the Oracle 9i client. If you are using a 10g database you need to configure the 9i client to with details of the 10g database (tnsnames.ora file) and then configure ARS to use the 9i client and connect as though the database was remote (Oracle-Two-Task: in ar.conf).
