Ok, I solved the problem by continuing with my upgrade plans and took my servers to 7.1 also, and as such my problem was eliminated roughly 1 week after it was discovered (we upgraded the web servers about 2 weeks early because we were doing a hardware refresh), but you may want to contact Remedy and see if 7.1 Patch 2 solves the problem against 6.3 servers, of if there are any other possible solutions to the problem.
