Michael,
 
The Submitter Locked mode must be set so that Read only permission users
can modify a record.
 
Restricted Read permissions only allows submitting records. No settings
on the system will allow them to modify a record.

If I have Submitter -> Change permissions on a field, the submitter of
the case should be able to modify it, regardless of their license.  Am I
