Yes, there are many kinds of configuration issues that can cause slow
response.  Next, I'd try to get some evidence.

Frank gave you some good advice.  Network issues can certainly cause slow
response.  It would be especially suspicious if multiple users on the same
network segment have slow response.  Packet loss, congested link, and any
number of other things can cause this kind of thing.

Norm also gave you some good advice.  Have you tried enabling client and
server logs?  Anything unusual in the error log?  In your database log?

This is where I'd start, anyway.

I cleared the user cache.. still no improvement.. And i just installed this
server.. There are no workflows other than the ones which comes with the
installation..

I had seen this problem earlier also with another server.. is there any
configuration issue which can cause this problem???

Slow while logging in.. i.e. opening the Home page and also when opening
the object list.. I have the server on my desktop and i am trying to login
to user tool from there itself.. Overall the performance seems very slow..
Almost 10 to 15 mins for opening the Home page or Object list.
