The perl script was the pre-7 method.  The prefetch xml file is read
and run on startup of the mid-tier.  If you enable the verbose
mid-tier logs, you will see the prefetch happen when you start the
servlet container on which the mid-tier is deployed.  You will also
notice it on the arserver in terms of cpu utilization.
