We had this happen recently and it was actually a low space condition on C: partition on the server. We cleared some space and rebooted the server to fix the problem (Windows Server 2003, ARS 6.03 P16) -- we had regular forms as well as display only forms that did not display properly.
To fix the clients, I simply opened the form they reported, moved a field slightly, and resaved to tell the clients the form changed. The clients then re-cached the form and everything was fine. We had one client where I had to go to the client system and clear the folder where the forms are cached because it wasn't updating. I would expect the low space error is actually on your server and not on the clients.
