We've been running ARS 6.3 patch 16 for several months now and it has been very stable for us. I haven't had time to evaluate/test/install patches 17 or 18 yet. We've been running Administrator v7, User v7, and Migrator v7 against this setup since it was released and haven't noticed any problems using those against v6.3 P16 either.
Our environment is similar (Windows Server 2003, SQL Server 2000, ARS 6.3 (including midtier), ServletExec AS, etc. The upgrade from 6.0 to 6.3 went very smoothly for us and the midtier enhancements were well worth the effort.
