Hi,
Check the charset of your database, with 6.3p16 I got
the same problem. Trying to import some forms with strange characters like
(á é í ó ú ñ) and the armonitor went crazy and started gathering
memory until it finally run out of memory. Check the armonitor RAM size
while importing.

Dear Listers,
We installed ARS 6.3 (unpatched) and when we were able to successfully
import 1300 forms into the server. When we actually try to import active links
(150 at one time from a 150 MB ACTL .def file), we get this error :
"Malloc Failed on Server (300)"
Further to this, we applied p16 for the server and still face the same
error.
We are running the following set up :
ARS 6.3 p 16
Solaris : 9
4 CPU
16GB RAM
500 GB harddisk
shmsys:shminfo_shmmax=4294967295
Please advice what needs to be done.
