As promised in the slide deck presented at Virtual ARIN 45, we have 
incorporated Staff & Legal review into the policy statement for Recommended 
Draft ARIN-2019-10, Inter-RIR M&A.  The specific feedback from Staff was that 
in Section 8.4 “Conditions on recipient of transfer” be changed to read 
“Specified Recipients” rather than just “Recipients” to underline that the 
conditions of section 8.5 do not apply to M&A style transfers.

The revised policy statement is below.  Please share your thoughts, support, 
opposition, etc.

In section 8.4, under "Conditions on source of the transfer", replace the third 
bullet point:
Source entities within the ARIN region must not have received a transfer, 
allocation, or assignment of IPv4 number resources from ARIN for the 12 months 
prior to the approval of a transfer request, unless either the source or 
recipient entity owns or controls the other, or both are under common ownership 
or control. This restriction does not include 8.2 transfers.
