I support adding an exclusion that says ORG's can conduct inter RIR transfers to their own Organization or subsidiaries. no time frame limit There are Global Companies that do their best to manage how much address space gets transferred to what RIR, but there are cases where they realize a chunk needs to be used in a different region. If its address space they brought in out of a Transfer, they should not be limited on how they use it in their organization
Routing Addresses in other Registries works out just fine. However, its requires more coordination with other organizations to ensure reachability is reliable. Additionally, everyone wants WHOIS to be reflective of where IP's are in use. This would help that.
