[c#] verificar bloqueo de archivo

Estimados, tengo una pregunta, como puedo verificar que un archivo no esta
bloqueado o tomado por otro proceso mediante codigo?
cualquier ayuda sera bienvenida, he tratado de la siguiente manera:
