"ibt=off" solves the issue.

I didn't test with community/virtualbox 7.0.8-1, since I doubt that it
will run a Windows 11 guest. I directly downgraded to virtualbox 6.1.40.
First I booted a Window 10 guest and immediately shut it down. Now I'm
running and updating a Windows 11 guest.
