that mainly discusses various sip issues, but i cannot see any
discussion about compatibility regarding pyuic, pyrcc, etc

the maintainer of pyqt has now confirmed that pyuic is compatible between python 2 and 3.

nevertheless, i still think it is an ugly solution to have python3 as a dependency of a python2 package. many users will have removed python3 from their systems, as there are currently relatively few other packages that depend on it.
