It's definitely not their primary focus. But if you open a bug report saying "that commit greatly increased latency" and you can prove it, you can be sure they will do something about it. The work to provide good, detailed, and useful bug reports is in user's hands, not developers'. When the users don't do their homework, regressions remain.
