Indeed, this is why I mentionned shipping a modified pacman.conf accordingly
afterwards.

Sure. Using the Docker image as a base provided an easy & straightforward path
for tinkering with it during my test, but if a separate / dedicated base image
for WSL turns out to be more appropriate, that's fine by me :)
