[arch-dev-public] TeXLive 2019 packages in [testing]

Hello,

TeXLive 2019 packages have been added to [testing]
This includes a rebuild of packages which depend on libsynctex as
there is a soname bump (evince, qpdfview, zathura).

Please notify me if you see anything wrong.
