In fact, you have to have a separate <out> for each condition. Basically,
the structure is:
<choose>
<when>
<test> condition </test>
<out> ... </out>
</when>
<when>
<test> condition </test>
<out> ... </out>
</when>
<otherwise>
<out> ... </out>
</otherwise>
</choose>
