The advantages we have from SF at the moment are basically the mailing list (and archives), the file release system (easily replaceable with an http server) and the issue tracker. I guess the visibility is also good --although that also associates us with SF and it's issues too. I agree that it is a PMC decision, although we can't stop (but we can certainly discourage) particular developers moving their projects if they are the only contributors.
