libapertium3-3.3-dev and liblttoolbox3-3.3-dev have been renamed to
apertium-dev and lttoolbox-dev, and the binaries that are only relevant for
development have been moved into those packages.

This shouldn't have any effect on existing installations because new pkgs
are marked as replacing the old packages, but just in case now you know.

lttoolbox-dev now depends on lttoolbox itself.
apertium-dev now depends on apertium itself, and on lttoolbox-dev.

This means that new users can just install apertium-dev to get the minimal
core tools. I have updated
http://wiki.apertium.org/wiki/Prerequisites_for_Debian to reflect this.
