Short answer - see http://www.apache.org/travel/ - applications open this coming Monday (23rd)
Longer answer - We hit a snag with the ssl certificate, so we need to migrate the webapp to a slightly different hosting setup, which'll be allowed to host the required certificate+key. (The old setup is no longer supported). This has delayed us slightly, but we're aiming to go live on Monday.
